Used hyperbolically to express a large number or a majority of people. I'm so jealous, everyone and his mother is going on a vacation this summer except for me. I just wanted to have a small dinner party, and now you've invited everyone and his mother! What are we going to feed all these people? Everyone and his mother has that brand of smartphone. I'd rather have something a bit more unique.
