talk a great game
To speak convincingly or impressively about some issue or intention, typically when one does not have a meaningful plan or ability to put one's words into action. The governor keeps talking a great game about creating more jobs, but there hasn't been any evidence of meaningful growth in employment recently. He talked a great game during his speech, but I don't think that he's got what it takes to implement all these changes he's recommending.
