1. Literally, in the process of being brought to a boil. Primarily heard in UK. Don't worry, I've the kettle on the boil for a pot of tea.
2. By extension, in a state of intense interest or activity. Primarily heard in UK. Talks of making the central area of the city a pedestrian-only district are still on the boil, to the consternation of many motorists.

BRITISH
1. If a person is on the boil, they are performing very successfully. All three players are obviously on the boil at the moment in the Italian league.
2. If a situation or feeling is on the boil, it is very strong or active. A word here, a phrase there were enough to keep tempers on the boil almost to the end. Across the border, a similar debate is on the boil.
