To create trouble or problems. If those two are back there whispering to each other, I just know they're fomenting trouble. You can't sit Bill and Mike next to each other, or else they'll just foment trouble and disrupt the whole class. Why would you bring up politics at a dinner party? You just like to foment trouble, don't you?

to cause trouble. Leave it to Bob to foment trouble. I wasn't fomenting trouble, just expressing my opinion!
