1. Loaded with ammunition and prepared to be fired. Are those guns locked and loaded? Because the enemy's a-comin'.
2. Prepared; ready. A: "Please tell me you have all those pamphlets ready for the presentation tomorrow." B: "Yep—locked and loaded!"
