get strapped for (something)

To come to have a shortage of something. Would you mind covering the cost of dinner? I always get a little strapped at the end of the month while I'm waiting for my next paycheck to clear. We always get strapped for employees when the college students go back to classes at the end of the summer. Considering all the dumb things that happen in this town, I wonder if everyone gets strapped for common sense as soon as they move here.
