To be unable to move from the place where one is standing or situated, usually because of intense fear or shock. I was rooted to the floor for a solid minute after seeing the two cars collide across the street. The child was rooted to the floor with fear as he watched the monster scuttle closer. We only got caught because Sammy was rooted to the floor after the alarm went off!
