B: "Well, what are we waiting for? Let's make it happen." She admits that she needs to get out of that job, so what is she waiting for? A: "I want to tell Janet how I feel about her before she leaves." B: "Well, what are you waiting for? Go find her and tell her, you nincompoop!"
