1. To be attempting to achieve a desired outcome that is already ensured of success, typically due to being widely accepted or supported. It turns out they were kicking at an open door with this legislation, which polls show as having an 80 percent approval rate. Many assumed that the candidate's outlandish views would be quickly and decisively dismissed by the population, but it turns out that, in many parts of the country, he was kicking at an open door.
2. To do something that is redundant and unnecessary. A: "She's really just kicking at an open door by only talking to her own supporters." B: "I know, that won't exactly expand her base of voters."
