set the agenda

To dictate the course of action or the items that will be discussed, typically as a show of authority. Primarily heard in UK. The CEO made it clear from his first day that he would be setting the agenda for the company and its future. Dan likes to set the agenda at these meetings, so just roll with it if he changes the order of the presentations.
