see over (someone or something)
1. Literally, to look over the top of someone or something to see past or on the other side of them or it. I kept trying to see over the guy in front of me for the entire concert. You'll need a ladder to see over the wall.
2. To direct, supervise, or direct something; to oversee something. They've hired a new project manager to see over the project.

to be able to have a view over something such as a wall, fence, etc. I couldn't see over the fence, but I could hear what was going on. We could not see over the wall.
