rule over (someone or something)
To exercise absolute authority or control over someone or something. The dictator rules over the region with an iron fist. He had visions of ruling over the company when he took the promotion, but he actually had very little power in running the day-to-day operations.
rule over someone or something
to serve as the boss or chief over someone or something. I guess you could say that the boss rules over me. The president of a democracy doesn't really rule over the country.
To have authority or control over someone or something: A single dynasty once ruled over most of central Asia.
