To conduct a thorough examination, analysis, or investigation of something. A noun or pronoun can be used between "rake" and "over." I spent all night raking the details of last night's incident over in my mind. The company raked over all the applicants to find the right person for the job. Investigators have been raking over the debris from the plane crash, looking for hints as to what might have caused the accident.
