To elevate or improve someone's life out of a previously undesirable or difficult state, condition, or position. A noun or pronoun is used between "raise" and "out of." The government is hoping the initiative will help raise thousands of people out of poverty. The popularity of their latest product has raised the company out of an unprofitable position for the first time in two years.
