Completely finished and no longer one's concern, especially something unpleasant. I'm glad that's over and done with—I absolutely hate getting blood drawn at the doctor's office. A: "It's your turn to speak." B: "All right, let's get this over and done with."

Completed, finished, as in That argument's over and done with, so drop the subject. This usage is somewhat redundant but more emphatic than over with. [First half of the 1900s]
