One refuses to acknowledge or deal with some problem, danger, or difficulty, especially in the hopes that it will resolve itself. The phrase is a reference to ostriches, which were believed (incorrectly) to hide their heads in the ground at the sight of approaching danger. What do you mean "everything's fine"? Nearly half our clients' information has leaked online! Clearly your head is in the sand regarding this security breach! She keeps saying the problem has been resolved, but, honestly, I think she has her head in the sand a bit.
