To confer with one or a group so as to reach an agreement according to particular terms; to bargain with one. A noun or pronoun can be used between "negotiate" and "with" to specify what is being negotiated. We have made it perfectly clear that our government with not negotiate with terrorists! I'm trying to negotiate a pay raise with my employers. There's no use trying to negotiate with him—he's completely inflexible once his mind's made up.
