match up to (someone or something)

To be equal or similar to someone or something (in some feature, quality, characteristic, etc.). I knew I would never match up to my opponent in raw strength alone, so I tried to take advantage of his slower movements and reflexes. To be honest, I feel like Budapest matches up to Paris in terms of beauty and culture.
