saying is one thing, doing is another

proverb Talk and action are two separate things, and talk does not guarantee action; it is easy to say things or make promises, but it takes much more effort to actually put those words into action. A: "She said she would help us with this, but I don't know where she is." B: "Yeah, well, saying is one thing, doing is another." The senator has been promising to turn the economy around if he get reelected, but saying is one thing, doing is another.
