buff down

To make a solid surface (such as metal, wood, or plastic) smooth by removing imperfections with the application of a strong and consistent frictional force, especially from a buffing wheel. Somebody scratched my car, so I'll have to take it to the shop to get it buffed down.

Once it has set, buff down the cataloy so it's flush with the table.
I would use a grinder with a flap disk attached and buff down the paint and then repaint.
Buff down the old paint until the loose paint has been removed and the edges smoothed over, then just apply any metal paint, or you can apply a red oxide primer, and top coat of your choice.
