be whistling in the wind

If someone is whistling in the wind, what they are saying is not realistic or will never happen. Until there is a dramatic improvement in employment prospects, these so-called experts on getting a job are just whistling in the wind. The government is whistling in the wind if it believes that it will achieve a lasting settlement.
