Someone who excites or provokes in others an intense emotional reaction or call to action; someone who tries to stir up trouble among other people. The term is always used in a negative way. How can you listen to that fool? He's just a rabble-rouser trying to sway mindless followers so that they join his cause. The government dismissed the protesters as little more than rabble-rousers just wanted to cause chaos.
