Used to ask a question about the identity of someone while emphasizing one's shock, anger, disgust, incredulity, etc. Often used rhetorically. You act like you know what's best for this company after being here for a week. Just who in heaven's name do you think you are? All right, who in heaven's name ate my lunch? It very clearly had my name on it! A: "The mechanic said that the car needs a new engine." B: "That's all well and good, but who in heaven's name is going to pay for it? I don't have that kind of money!"
