turn thumbs down (on something)

To reject or disapprove of something; to vote not to accept something. The president has made clear that she will turn thumbs down on any tax legislation that does not contain cuts for the lower and middle classes. 27 of the 30 city council members turned thumbs down to the proposal to have Main Street renovated.
