shout down
To overwhelm or overpower someone or something into silence or submission by shouting or loudly criticizing. A noun or pronoun can be used between "shout" and "down." You can try to shout me down all you want, but you'll never silence the content of my message! Everyone in the meeting shouted down his stupid proposal.

to overwhelm someone or something by shouting. Mary was trying to speak, but Sally shouted her down. Ann brought up a very important suggestion, but Bob shouted it down. The lecturer had to shout down the entire audience to be heard.
