put a/the question to (someone)

To ask someone to give their answer to, opinion on, or insight into some question. One of the reporters put a question to the governor about his involvement with the company, and it seemed to take the governor by surprise. After nearly two years of debating the topic with no resolution in sight, the government is finally putting the question to voters to decide.
