1. American football To achieve a first down. Refers to the physical "chains" on the sidelines that are used on one end to indicate the line of scrimmage and on the other the number of yards out of 10 needed for a first down. The chains are moved each time the offensive team obtains a first down and thus progresses toward to the goal line. Oh, we're really moving the chains now, fellas! First and goal! They just haven't had any luck moving the chains today. Interceptions, fumbles, sacks—none of those things are gonna get you down the field.
2. By extension, to cause a situation to progress to the next stage. I know it's tedious to fill out all these college applications, but you're moving the chains. Soon enough, you'll be hearing back from these schools and reaping the benefits of your hard work.
