Into a situation, circumstance, or experience that is fraught with disorder, difficulty, confusion, stress, etc. Many homeowners and small businesses were thrust into troubled waters by the economic recession. Dan's and David's marriage has gotten into troubled waters over the last few years. Divorce seems inevitable at this point. If sales don't pick up soon, the business will plunge into troubled waters for sure.
