in respect to (someone or something)

1. Showing deferential regard for someone or something. The entire country is observing a moment of silence in respect to the men and women who gave their lives during the war. Everyone on the road saluted in respect to the fire fighters passing by. Back when I was in school, we had to curtsy in respect to the headmaster.
2. In reference to someone or something; considering someone or something. In respect to that proposal, I think we should postpone it for now. Your grandfather lists you and your eldest sister in his will, but there isn't anything here in respect to your younger sister. Oh, and in respect to dinner, it's been pushed to 8:00, so no need to rush.
