No way; certainly not. "Hell" is used for emphasis. A: "Would you consider moving back in with your parents?" B: "Oh, hell no. I love them dearly, but we would drive each other crazy." A: "Do you want to go get sushi tonight?" B: "Hell no! I hate sushi." Hell no! If my ex-boyfriend is going to be there, then I'm not going.
