To have dark circles under one's eyes. Usually a sign of exhaustion. He had serious bags under his eyes, so I urged him to take a nap before dinner. Of course I have bags under my eyes—I have an infant! A: "I know I have bags under my eyes, but I thought some concealer would cover them up. Apparently not!" B: "Oh, come on, you look fine."
