To officially accuse someone of an offense. I'm going to file charges against my neighbor if he keeps harassing me like this. Unless you want someone to file a noise complaint against you, your band needs to stop playing by 10 PM. That's it, I've heard enough inappropriate comments from Ed. I'm going down to HR to file an official complaint against him.
