A criminal charge issued to someone who is intoxicated and behaving erratically. Let's go home because if you keep yelling in public like this, they're going to slap you with drunk and disorderly. That's it, call the cops to come down here and give this clown a drunk and disorderly. A: "How did you get a drunk and disorderly? I thought you didn't drink." B: "I usually don't. This is why."

drunk and disorderly

a criminal charge for public drunkenness accompanied by bad or offensive behavior. The judge fined Richard for being drunk and disorderly. In addition to being convicted for driving while intoxicated, Richard was found guilty of being drunk and disorderly.
