Don't tell Tom I told you this, but he's whistling in the wind—the promotion is definitely going to George.

If someone is whistling in the wind, what they are saying is not realistic or will never happen. Until there is a dramatic improvement in employment prospects, these so-called experts on getting a job are just whistling in the wind. The government is whistling in the wind if it believes that it will achieve a lasting settlement.
