be not feeling up to (something)

To not have enough energy, motivation, or emotional wherewithal to be able to do something. I was supposed to mow the lawn, but I have such a bad headache that I'm just not feeling up to it now. I'm sure Bob isn't feeling up to going back to work so soon after the tragedy. I stayed up late last night and am definitely not feeling up to watching my sister's kids today.
