To be allowed to leave some particular place or situation, often the dinner table. A: "OK, I ate all of my vegetables—can I be excused now?" B: "Yes, yes, you're excused." That is all for the briefing. You're excused, everyone. A: "Mommy, may I please leave the table? I ate all my chicken!" B: "Yes, sweetie, you're excused.
