The president said that he wanted to introduced light-touch regulation that freed up companies to innovate, but still protected consumers at a base level.
2. A relaxed, humorous, or easygoing way of doing or approaching something. The director handles the heavier themes of the film with a light touch. The actress brought a much-needed light touch to the ceremony.
