stay on the fence

To be unwilling to make a decision or take a side when presented with two or more options or possibilities. You can't stay on the fence any longer. We need to choose which candidate we're going to hire so they can get to work on the new project. The government has stayed on the fence about the proposed legislation for the past several years, much to the frustration of activists on both sides.
