In the next place, as each representative will be chosen by a greater number of citizens in the large than in the small republic, it will be more difficult for unworthy candidates to practice with success the vicious arts by which elections are too often carried; and the suffrages of the people being more free, will be more likely to centre in men who possess the most attractive merit and the most diffusive and established characters.
Hence, it clearly appears, that the same advantage which a republic has over a democracy, in controlling the effects of faction, is enjoyed by a large over a small republic, -- is enjoyed by the Union over the States composing it.
An intelligent writer expresses himself on this subject to this effect: "NEIGHBORING NATIONS (says he) are naturally enemies of each other unless their common weakness forces them to league in a CONFEDERATE REPUBLIC
, and their constitution prevents the differences that neighborhood occasions, extinguishing that secret jealousy which disposes all states to aggrandize themselves at the expense of their neighbors.
In the Senate Chamber of the ancient Republic
we wearied our eyes with staring at acres of historical paintings by Tintoretto and Paul Veronese, but nothing struck us forcibly except the one thing that strikes all strangers forcibly--a black square in the midst of a gallery of portraits.
Their national pride held him up as the Mithridates of the Republic.
He lodged an information against Cornelius de Witt, setting forth that the warden -- who, as he had shown by the letters added to his signature, was fuming at the repeal of the Perpetual Edict -- had, from hatred against William of Orange, hired an assassin to deliver the new Republic of its new Stadtholder; and he, Tyckelaer was the person thus chosen; but that, horrified at the bare idea of the act which he was asked to perpetrate, he had preferred rather to reveal the crime than to commit it.
The judges, notwithstanding, acquitted Tyckelaer from every charge; at the same time sentencing Cornelius to be deposed from all his offices and dignities; to pay all the costs of the trial; and to be banished from the soil of the Republic for ever.
