To say or produce something haphazardly or at random, rather than through careful consideration or calculation. Look, we didn't pull this legislation out of the air. We've spent months crafting the bill to best serve all of our citizens. Her improv skills are incredible. It's hard to believe she's just pulling these jokes out of thin air!
