In every practical or functional sense; almost certainly. If you stay out past curfew tonight, you're as good as grounded, young lady! If he's out there with no water, he's as good as dead in this heat.

Practically, in effect, almost the same as, as in He as good as promised to buy a new car, or The house is as good as sold. This idiom is very widely used to modify just about any verb, adverb, or adjective.
