Part of the problem is an outdated system that restricts a local government's ability to borrow, something of a colonial or paternal structure designed to have smaller governments come hat in hand to their big brothers and sisters for permission to invest in things such infrastructure. A veteran shouldn't have to come hat in hand to get the services they deserve. It is obligated to loan its money to the government for the lowest possible interest rate, have to come hat in hand with plans and justifications if it wants any of the money back, but in the meantime the government can spend it on any thing it wants (maybe gun registries and advertising contracts). |
