To alter the balance of a situation such that one side or element has more power or a greater advantage than the other. Her election has tipped the balance of power in the Senate for the first time in nearly a decade. The legislation aims to tip the balance of power back to local, independent businesses, who have long been at the mercy of larger corporations.
