throw money at the problem

To attempt to resolve an issue by spending money on it without much thought, as opposed to actually solving or changing the fundamental cause of the problem. You keep throwing money at the problem, but any real solution will require a complete restructuring of the current system. Poverty is not a problem we can simply throw money at. It will require several fundamental changes in society. They are hoping that the defendants will just drop the lawsuit if they throw enough money at the problem.
