steer the ship of state

To lead or direct the entire nation (likened to a naval vessel). The thought of such an arrogant buffoon steering the ship of state makes me positively queasy. Feckless lawmakers at the beginning of the millennium steered the ship of state into total economic ruin. Now there is a laundry list of social issues that need to be reexamined.
