state of emergency

An official decree issued by a government that allows it to implement special measures or powers in times of crisis. Ahead of the predicted blizzard, the governor declared a state of emergency to keep non-essential persons off the road. Declaring a state of emergency allowed for an increased police presence to deal with rioters and looters.
