run into headwinds

1. Literally, to encounter winds that hinder or retard someone's or something's forward movement. Time to adjust the sails now that we've run into headwinds.
2. By extension, to encounter resistance while attempting to do something. After running into headwinds for so long, we've finally secured bipartisan support for our bill.
