To do the initial work on something. A noun or pronoun can be used between "rough" and "in." Just rough in an introduction for now and come back to it once you know exactly where your argument is going to go.

to construct or draw something initially, temporarily, or crudely. The carpenter roughed the doorways in without consulting the plans. The carpenter roughed in the doorways without consulting the plans.
