To measure a specific amount of something to be distributed or dispensed. A noun or pronoun can be used between "measure" and "out." She carefully measured out two cups of soup for each person in the shelter. Jeff, will you please measure two meters of this material out and wrap it up for our customer.

to measure and distribute something as it is being taken out, unwrapped, unfolded, etc. Carl measured the grain out a cup at a time. He measured out the grain little by little.
