judge, jury, and executioner

Someone who is powerful enough to decide that someone else is guilty of a wrongdoing and should be punished severely for it. No one person is judge, jury, and executioner in this country—that's what the legal system is for. This armed vigilante is acting as judge, jury, and executioner. He needs to be stopped.
